From February 1942 until the end of the Second World War, Arthur Harris was head of the RAF’s Bomber Command. With little opportunity of the Allies opening up a western front against Hitler before 1944, Bomber Command was the only way that the Allies could take the War to the Germans. Massive air-raids under his command led to the destruction of Hamburg and Dresden but Harris was always unrepentant about his strategy of Area Bombing and, pointing out that the Germans had started the bombing of civilian areas, he said, “They sowed the wind, and now they are going to reap the whirlwind”.
